The strat is to rush dwellers (once a large reserve of caps are saved up) build those training / other rooms you need. but the dweller threshold for critters is even lower in survival than it is in normal. Everyone does it in Survival mode & if they say they don't they are lying. I do that in both normal and survival mode.
